Still, I'd say do legend first so you get it out of the way quickly and can focus entirely on the long task that is 100%. I would go Completion List first personally. Nothing carries over into Legend, so it's a fresh playthrough regardless. This way, the 'Legend' playthrough can be the cap on your Yakuza 0 journey.
