However, there is definitely potential for there to be trained welders among the survivors. Probably not common, but possible.

I know this has already been resolved, but just a tip, place the Headtorch into your quick bar, you can take it from your head to hands with one button, left click to turn on, press the hotkey button again to put back on your head, saves opening the inventory and leaving yourself open to attacks.
