Cold adds int scaling, so if you were doing a str/int build you'd use it then. In general I find I get more damage with a fire infusion than a heavy infusion with a strength build. Obviously enemies have different resistances but on the whole I've found a fire infusion to be consistently stronger than heavy.

If you're going to near 50 int on a STR INT build its still very good.
