Probably bad rng. In the biggest mountain biome ive ever seen (320 hours, 3 different worlds of gameplay), i found only 2 caves. While beta-testing, in a medium sized mountain biome, i found 4. So maybe you ran into some bad luck. Also, make sure you are exploring new mountains biomes, caves wont appear in already generated mountains. 5.

You'll either need to go to a different world, or use a mod to "regenerate" your mountain areas.
