Following the guide at 3ds.guide and then updated to 11.6 with Luma cfw and all that. The only other thing I've really done is install freeshop and a few home brew apps, downloaded themes through freeshop which caused the issue above when I cleared all theme data through settings, as it downloaded quite a bit more than 200.Anemone has a shuffle function. Mark the themes you want with "B", hold "A" to open the install screen, Hold down on the D-pad for "Shuffle install" and release "A". OMG THANK YOU. The mechanism to do this was driving me nuts. I thought anemone would be ready to go but when it loads up it says 'Theme extdata does not exist! Set a default theme from the home menu.'. Turns out it was because my 3DS was fresh (newly formatted and setup, with custom firmware). Changing the theme to any other theme (e.g. Red, Blue, Yellow, Pink, or Black theme) from the default theme, created 'Theme Management Information' on my 3DS. A first time loading sort-of-thing. Then, when I opened Anemone again, it loaded fine.

That has nothing to do with an illegal downloaded game, and not anemone shouldn't brick your 3ds. Hopefully this is useful to anyone but I did download a custom theme once and it kept giving me arm11 and arm9 errors. It didn't brick but I did have to reinstall a lot of homebrew apps.
