It is the "Shrouded Ghost", so having it be .02% in the fog/shroud instead of .01% would make sense. EDIT: Realistically, whose to say this isn't the case without it outright being stated by Rare. The Shrouded Ghost is supposed to be super rare, that's why it's so sought after. It's why it's the thing of legend and why it's so prized. If Rare keeps nerfing all the valuable and illusive things in the game there'll be little left that's actually special.
