It's completely random, and I don't think we know how much Legend improves the odds by. I only just got to rank 16, and I had about 12 Lightning Rounds, mostly in normal. Just rng. I had an insane run the other day with 3 lightning rounds in a row. The chat feed was rightly blowing up.

Dares of Eternity Pinnacle is doable on Normal version. I always thought the score was too high to do on the Normal version, and could have sworn I only ever hit around the 180k mark. However I checked my triumphs and noticed my Normal run has hit the 300k+ mark (assuming it was Lightning Round).
