AS i learned today, the current PID algo doesnt care. It will compensate. Thats the point. Some people can tune with fan on some it will fail, but when they print ZERo problems. I spend the last 5 days troubleshooting this with my klipper install before one of the devs came on and said, dont worry about that do it without the fan.
