It will start, but it usually takes 4-5 attempts to get it started and you have to pump the gas pedal aggressively. I have recharged the batt (13.2v). I checked the ac volts from the stator and in a nutshell at 1000rpm 19.6v, 3000rpm 45v and 5000rpm 74v. So it now points to the regulator. On my Ford Ranger, the pistons in the calipers were plastic and that's why they locked up. The plastic piston gets worn and then gets slightly cockeyed in the bore and so it gets stuck outward.
