Car extracts give good scav karma. Pmc/scav combo extracts give good scav karma. So you can get 3.5ish rep from those then you also get 1.1 rep from fence at level 50. After that you just need to survive around 150 times or kill a few PMCs / Traitor scavs. I try this every day and so far nobody cares. That sometimes helps if u have a scope u can see them.
