Kawasaki starters give little to no problems. 2. If it actually does have a dead spot, rebuild kit will not help. 3. Troubleshoot the problem in order to find and repair only the fault that is present. If you need help to troubleshoot, post back.

Check for oil around the spark plug cavity and then explore this further. On the 1500, the service manul says a special tool is need to pull the spark plug tubes, but you can fashion a tool out of the rear axle nut and unscrew the tube. I'd bet the 800 is similar. If the 100 ohm resister at the ignition switch was bad or removed, it still would not prevent power from going to the ignition and lights. It just reduces voltage to the igniter to turn it on. If you have no power when the switch is turned on, start by checking voltage on the white wire at the switch, should be battery voltage.
