Kawasaki starters give little to no problems. 2. If it actually does have a dead spot, rebuild kit will not help. 3. On the 1500, the service manul says a special tool is need to pull the spark plug tubes, but you can fashion a tool out of the rear axle nut and unscrew the tube. I'd bet the 800 is similar. If you have no power when the switch is turned on, start by checking voltage on the white wire at the switch, should be battery voltage.
