If you build Leech with DPS weapons in mind, you'll never suffer any cooldowns if I'm being honest. You can even go full selfish builds (no inspire, bulletstorm abuse, Commando 101 + Akiimbo Krinkovs) and you'll never die if you always kill.

Dunno how to explain it, compared to if i use any other perk deck, i feel like using Leech builds i'm a lot weaker than if i'd played another perk deck like Hacker. yes. The only time it’s worse is when you forget how to kill enemies; if you actually use your gun it’s the best deck by a lot. It's way better than anarchist but stoic is better than leech.
