Subaru outback passenger window not working.

To me the key is the interior lights that no longer work, which I would think is a fuse under the dash as opposed to in the engine compartment. Thanks! Sometimes the windows on my OB will stick to the rubber weatherstrip and not budge. Eventually the motor wins out, but you may want to try running a credit card or something else thin, flexible and not sharp between the glass and rubber.
