This year I took it out for the first time and can only get 4000RPM at full throttle. Then surges. New tank, new fuel line to the motor, new bulb, new low pressure pump and filter before that pump, new high pressure pump and cleaned VST. It’s had the oil injection system removed so I mix the gas/oil 50:1. I took the boat to the local marine shop and had spark plugs, lower end oil and the water pump & seal replaced.60ELPTO Bigfoot Classic. This 2001, 60 hp Mercury is made for saltwater. This outboard engine weighs approximately 238 pounds. It has 3 cylinders. The pistons have a 59 displacement. The bore width is 2.99" and the stroke length is 2.80". If you had to replace one part it would be this. It is part 881070 for about $69.00. It is located on top of the throttle body and fairly easy to replace. Otherwise, I would have to advise you to have an experienced and certified Mercury tech check over the motor with his test equipment.
