There is an activation fee. I think that for a short time in 2020 during COVID lockdown they waived if it was done 100% online, but that didn't last long. FWIW, AT&T waives the fee for AARP and anyone can sign up for AARP for $16 (you don't need to be old.) $35 activation fee. Occasionally if there is an online promo.
