The 9.9 are most expensive because a lot of lakes have a less than 10 HP restriction. As far as parts: New ones may be difficult to find but there is a thriving market in used.

It turned out to be a shift linkage problem. The linkage connection bolt wasn't tight so when I would shift in forward it would slip. Same with reverse, and that's why It would either freeze in forward, or neutral and wouldn't shift out of it. My father has a 9.9 GF (which I beleive is the same head as the 15) which is made by Chrysler/force.
