This is mainly just a rant due to my frustrations, but a legitimate answer would be greatly appreciated! Personally I've found it to be around a 2.5-3% drop chance, now I could be wrong about that number but that's what I found. Non-published rate but very very low. Got 2 in a row directly from xur.
The "rate" would be nothing more than the weight divided by the sum of weights. Example with a Scythe: Weight = 1. It's one of those rare end tier items that has like tusks of mammoth that has 0.1 % drop chance. On top of that yes it's Bugged and doesn't show up in the loot tables.
