I ran mine for several years on a 3rd-gen i3 and it was fine doing 1080p streams. I'm upgrading soon from i7-3770 to i7-12700 (imo 12th gen is way better than 11th gen). If the machine is only being used for Plex, both options will work fine. In fact, you could go down to an 8th Gen and get similar results.

I would rather try out a mini PC with a N100/N95 processor embedded, install a Linux system, then mount the whole media directory from the QNAP NAS, via Samba, for Plex. As alternatives, some pre-built PCs with a compact factor, like HP 800 G3 DM (or newer), could also be considered.The reason is that the Intel i3 is a low-power processor that is more than capable of streaming media from a Plex server. The N100 is comparable to i5-7400, which is within 10% of the i3-8100 but a lot less power draw. It seems to have a few too many compromises for my setup, but if it works for you.... The compromises for me is the single sata port, single fan header, and single ram slot. Removed single fan header since there is no CPU fan.Even Celerons and Pentiums can handle a lot of Plex transcoding at once. Look for mini PCs with 8th-10th gen cpus in them. You will get the newest quick sync and decent cpu performance. Cpu is used for audio transcoding and hdr tonemapping. Quicksync for the encode and decode portion of the transcode.
