My 1st objective of every new run is to get to Louisville so west point has been my go to. They are all good. Rosewood is a relatively small town with lots of amenities. The others are larger and therefore have more zombies but its fun to experiment with them all. I dunno why few like west point. No, the current migration mechanic works only within cells (300x300), not between cells.
