L5 doesn't have a refinery. You need to visit an L1 station with a refinery deck. This is a known bug, sometimes relogging helps. I just bounce back and forth between ore sales kiosks and eventually it shows up in the dropdown. As others have said there is only refineries at L1 stations (plus HUR L2). The closer range allows for more consistent accurate readouts by using the same scan as the mining laser. It's broken. I doubt they intended to remove radar signatures from ping scans.
