Boss spawn rate is not 100% by default, it's rather low actually. You need a spawn mod like SWAG/Better Spawns Plus/MOAR that had a file you can edit to have bosses spawn however often you want, even 100%. I'd also recommend the best AI mod out at the moment; SAIN by Solarint.
